I deduce that in order to utilize the paper currency of the Reserve Bank, the General Assembly abandoned the original, ordinary jurisdiction of The commonwealth of Pennsylvania and legally situated itself under the federal jurisdiction of the ‘district of Pennsylvania’, created by authority of the U.S. Senate on March 4th, 1791.
In said exclusive ‘Property’ belonging to the United States, by provision of Art. IV, Sec. 3, cl. 2, the district of Pennsylvania is wholly subject to all needful Rules and Regulations of the Congress, as nothing in the constitution may Prejudice any Claims thereof.
The ‘Sovereignty Resolution’ outlined herein, therefore, estopped, moot and without force, a priori.
