president of the senate is a job, as it entails dictating procedure and oversight over chamber proceedings.
if you elect someone incompetent, or that doesn&#039;t understand parliamentary procedures the entire senate suffers as a result (cough, cough, catherine baker knoll) ...

aside from that. they aren&#039;t &#039;sitting around&#039; waiting for the governor to die. they are cooperating with them on political strategy, and acting as surrogate speakers at events and fundraisers for them. which is far from twiddling their thumbs.

... and yes it&#039;s true that the lt. governor gets a full detail of security. but you would probably be surprised how many death threats are received by even lt. governors.</description>
