JOE, I’M WITH YOU FOR SMALLER GOVERNMENT. AT AGE 72, I ALSO AM OF THE OPINION THAT THE FOUNDING FATHERS EXPERIMENT IN DEMOCRACY WAS GOOD BUT THAT OUR DEMOCRACY IS GETTING GRAY HAIR. FOR US TO SURVIVE OUR ELECTED OFFICIALS MUST BE PREPARED TO GOVERN AND NOT TO JOCKEY FOR POSITION FOR THE NEXT ELECTION. AND GIVEN THE STATE OF ENTITLEMENT IN OUR SOCIETY, I DON’T KNOW HOW YOU CAN DO THAT.

Question–Is the Federal Government able to syphon-off money in Pennsylvania departments such as Welfare, Education, Labor, or Transportation and use that money for the Federal Government’s own agendas or needs?
