Penn Live recently hosted a live chat question and answer with Bishop McFadden of the diocese of Harrisburg. During the chat he fielded two questions regarding education and school choice. Below are the questions and his answers. It is great to see his strong answers in support of parental involvement and school choice in Pennsylvania. Hello! Thank you for taking time to answer our questions. I was wondering if you are aware of / and how you feel about the Common Core education standards that have been adopted by PA and now by the Harrisburg Diocese, and if you are concerned about the impact this will have on parental rights, public intrusion in the Catholic schools, a national standard that seeks a one-size-fits all approach, and privacy, with the vast data requirements that will follow children from pre-k through college and the workplace.

Response from Bishop McFadden:

The question about schools is very important to me, and would suggest is important to Pope Francis because he is an educator. I believe very much in parental rights. In our country, the educational system has become an educational monopoly of the government. While there have been battles over school choice, i believe the real issue is parental rights. I believe that parents have an inalienable right to choose the education that best meets the needs of their child. Children belong to parents, not to the state.

I think that the common standards are a beginning point in helping us to ensure that children have a minimal education. But they should only be the starting point. We need to seek a system that is less concerned about standards and is more concerned about helping each child achieve their educational potential. Standards may make us feel good, but they do not accomplish the task. We will be better off when we get parents back involved in the education of their children. This is especially true for the poor parents who, in many urban areas, are consigned to a failing school system, as though the parents are not able to recognize what is best for their children.

Thank you for your answer about Common Core as a good starting point and for your comments that getting parents more engaged in their children’s education. What are some ways that a local parish or the diocese of Harrisburg could better train parents to be involved in their child’s education? Home education is a good option for some but how about training for parents with children in public, private or parochial schools.

I am very happy to take this question! This has been one of my desires and hopes since becoming the bishop of Harrisburg. Catholic education, whether in Catholic schools or religious education programs, is bound to fail unless parents are intimately involved in the education of their children. I intend to launch (in the near future) more programs in the Diocese which will help parents learn better how to teach their children, particularly in the beliefs of our faith.

LANCASTER, PA (Jan. 23) – The Pennsylvania affiliate of the Council on American Private Education announced today that recently retired Senator Jeffrey E. Piccola (R-Dauphin) will be the recipient of the group’s School Choice Champion award.

PA-CAPE provides a framework for communication and cooperation among nonpublic preschool through secondary schools in Pennsylvania. The association promotes the vital role of private schools and their significant contributions to educating the public and promoting the common good in Pennsylvania. It encourages excellence and pluralism in education and promotes the right of private schools to fulfill their unique missions; promotes the rights of parents to educate their children in the schools of their choice; and advocates the equitable opportunity of private school students to participate in appropriate state and federal education programs.

PA-CAPE also fosters the participation of the private school community in shaping Pennsylvania’s education agenda by advocating positions on education policy. “Last year school choice supporters achieved a big win with the expansion of Educational Improvement Tax Credits and the creation of the Opportunity Scholarship Tax Credit program,” said Sean McAleer, co-director of PA-CAPE and education director for the Pennsylvania Catholic Conference. “Senator Piccola had the guts to pursue school choice and the leadership to see it through to the finish line.”
“The religious and private nonpublic schools of Pennsylvania are proud to honor Senator Piccola with this award,” added D. Merle Skinner, co-director of PA-CAPE and executive director of the Christian Family & Children’s Center of the Association for Christian Schools International Northeast Chapter. “He is a true champion to the thousands of school children and their parents who now can choose the school that best meets their needs.”

Fortnight for Freedom Ends – Battle Continues

The fortnight for freedom ended on July 4th but the battle for Religious Liberty continues. I visited the PA capitol on Sunday and took this picture as a reminder of how important and how tenuous is our grasp of Religious Liberty.

– William Penn

That quote wraps around the rotunda of the capitol building is from William Penn who was imprisoned 6 times for conscience sake and founded Pennsylvania as a holy experiment of Religious liberty.

On July 4, 2012 Bishop Joseph P. McFadden preached this message of Religious Liberty at the closing Mass for the Fortnight for Freedom. Some of the central issues discussed is defining what is meant today as religion and the marginalization of God in society. In his homily he said,

“Without religious freedom we have no freedom. Without religious liberty we have tyranny”

Catholics Rally with “Fortnight for Freedom”

The “Fortnight for Freedom,” is a 14-day period of prayer, education and action in support of religious freedom, from June 21-July 4 that was called for by the Ad Hoc Committee on Religious Liberty of the U.S. Conference of Catholic Bishops because of concerns over threats to religious freedom, both at home and abroad.

In the Diocese of Harrisburg the following events are resources are available to assit in defending our first freedom.

Opening Mass – Friday, June 22, 2012 at 8:30 a.m. at St. Patrick Parish, 87 Marsh Drive, Carlisle. Bishop Joseph P. McFadden will open the Fortnight for Freedom on the feast of St. Thomas More with this Mass All are encouraged to attend. Following the Mass, the St. Thomas More Society of Central Pennsylvania will host a light breakfast in the school cafeteria. This will be a time to greet the Bishop, mingle with others.
