There are two ways to become a committee person. You can be appointed to the position or you can run for the position. Every committee person is elected every 2 years.
To run all you need to do is be a registered Republican and collect and file 10 signatures to get your name on the ballot. Once on the ballot you just need more votes than the other guy or gal.

Find out what district you live in by looking at your voter registration card
Then pull up the list of committee people by district from the local GOP website (or by calling your local headquarters), if there is an empty slot you can contact your local committee chair and ask them about joining up. You are basically getting their endorsement. If you don’t get approved then you will have to wait till the next election and run your own campaign.
The local committee makes all the decisions and endorsements for it’s area. The system is very bottom up in it’s structure not top down. The regions are: District, Municipality, School District, County, Legislative district, State and Country.
Benefits
Gain – Endorse Candidates (your vote is more powerful)
Loose – You can’t endorse a candidate after committee has made an endorsement and have to go with the majority view. On election day you can be quiet or resign

Be the political resource for your friends and neighbors.
Keep tabs on elected officials and if they aren’t doing a good job find a replacement for them.
Encourage people to register to vote regardless of the party, be neighborly and encourage good citizenship
Learn about candidates and work for the endorsement of the ones you believe in.
On election day work the polls, talk with people and educate them.
